The first article (page 3) is titled "From the Editor: Open Source Software" and provides an overview of the topic along with the government's use of such software.  Along with NASA, Department of Defense usage is described.

The second article (pages 5-9) is titled "A Survey of Selected Open Source and Freely Available Software for Engineering and Science, and for Education, Home, and Work" and is the feature article of the newsletter.  This article starts out discussing the concepts of open source, public domain, and free software.  Following that, there is a listing of various software packages with brief descriptions of their functionality along with url's.
