Voted Glitch-free Counters

The Johnson ring counter allows for glitch-free decoding.  A triple-voted
counter has the property that any single bit flip will not affect the
counter's output.  This paper will describe a glitch-free counter that
requires fewer flip-flops than would a triple-voted Johnson ring counter.
